Are tax and duties included in the shipping fee? Usually not

"Customs

Short answer: in most cases, no. The shipping fee pays for moving your goods from China to Canada. Import taxes are a separate charge, collected by the Canada Border Services Agency (CBSA) and assessed on the value of the goods, not on the freight.

That means the total you pay at checkout on Taobao, plus the forwarder’s shipping fee, may not be the final number. Depending on how the parcel is declared and who the importer is, you may owe GST (and in some provinces, provincial sales tax or HST), plus customs duty if the product category carries one. Some items have a duty rate of zero, while others do not, and that depends on the product’s classification.

A manual dough sheeter is kitchen or food-processing equipment, so it is likely to be classified as a commercial or household machine. The exact tariff code decides the duty rate, and it also matters whether you buy it for personal use or for a business. Rules also change, so check the current CBSA guidance before you pay.

The key point for your decision: do not compare the Taobao price and the Amazon price directly. Amazon Canada prices usually already include the import costs, because the seller handled them. With Taobao, those costs show up later, sometimes as a bill from the courier at the door. Treat taxes as part of the real price from the start.

Why a heavy item on ocean freight changes the maths

"Warehouse

A dough sheeter is heavy and bulky. That is exactly why ocean delivery looks attractive: sea freight is priced for weight and volume, and it is generally cheaper than air for large items. But a few things work differently from a small parcel.

First, the declared value. Duties and taxes are calculated on the value declared on the customs paperwork. Declaring it honestly matters. Under-declaring can lead to delays, penalties or seized goods, and it is not worth the risk for the sake of a small saving.

Second, the shipping method. Small parcels sent by post or express often move through simplified clearance. Larger sea shipments may need fuller clearance, which can involve brokerage or handling fees from the carrier or broker. Ask who the importer of record is, and whether the clearance fee is already in the quote.

Third, time. Ocean freight takes longer, and a customs hold can add more days. If you need the machine for a particular date, build in a buffer.

Fourth, the last mile. Delivery to a house in Western Canada is different from delivery to a depot. Check whether a heavy item needs a liftgate or a pallet service, and whether that is included.

None of these are dealbreakers. They are simply line items you want to know about before paying.

How to work out your true landed cost before you buy

The smart move is to build the full “landed cost” and compare it with the Amazon price. Here is a simple method.
